On November 4th, 2015, the opening ceremony of Legal Information Festival was held in SUFE Law School. Professor Cai Shouqiu, Vice Dean and Associate Professor Hu Ling of SUFE Law, Associate Professor Fu Zhuojing, Deputy Secretary of general party branch of SUFE Law Zhou Yan, was invited to attend the opening ceremony. It was hosted by the Vice Dean Hu Ling. He referred three key points in his speech. First, the success of a series of events in Legal Information Festival is a good example of combining theory with practice. Second, the Tenth Legal Information Festival includes varied contents which can broaden students’ horizon, improve their legal literacy and provide a better image for SUFE Law School. Third, the Festival is under the appeal of the Eighteen Session of the Fourth Plenary Session and actual performance of comprehensively promoting rule by law. However, he still wanted to remind us that historical backgrounds should be taken into our consideration. As students major in law, we should keep calm and try to translate this kind of ideological concept, rule by law, into a more practical one.
After the opening ceremony, Professor Cai Shouqiu delivered a vivid lecture about environmental protection under the construction of rule by law.
He started the speech with Kant's famous words to explain the meaning, cause factors and harm of air pollution and then analyzed some cases of air pollution like Antarctic ozone hole and Beijing haze. He strengthened the importance and bright points of the new Air Pollution Prevention Law from four aspects: the significance of atmospheric environmental protection, revision process of Air Pollution Prevention Law, main contents of the new law and the development of the new law. To be specific, the bright points involves innovating the clean air method which emphasizes the air quality management and seize the main line of air quality that laid a solid legal foundation in order to promote air pollutant’s total control. At the same time, the new law further strengthens the management and assessment on the quality of meteoric environment, especially by government. The new law implements the notion which is about source control, cooperative governance and grasping the main contradiction. It also adds joint prevention and control of key area, response to serious air pollution and removal of restrictions on motor vehicle’s access authorization. What’s more, the new law increases administrative penalties and comes up the idea of public participation system that can improve the operation and integrity of this law.
At the end of the lecture, Professor Cai Shouqiu concluded that everyone in any districts should take his own responsibility when we face the serious air pollution because we are all under the same sky. However, Prof. Cai pointed explicitly that the new law lacks of practical operability and explicit rules on the enforcement standards of environmental protection and liability subject, etc.
At last, Associate Professor Fu Zhuojing made a conclusion. She said that environmental protection is a hot theme as well as an important party-building theme. She looks forward to more participation of students. The whole ceremony ended in warm applause.
